A. You don't, any more than you "turn" a garage sale into a sign for a garage sale. A .torrent file is a file pointing to a tracker (an "address server") that has a list of people who have the actual file you're looking for. If you run your torrent program, and you have files available for uploading, the trackers you're connected to will make note of it - you don't have to do anything.
