I am surprised to hear that the funeral home will not proceed without that much money in advance. I don't know if that is true of all of them. Most will allow you to set up a payment plan. Perhaps you could call around to see if another funeral home wouldn't have such restrictions. The next place I would talk to is Social Services and other agencies to see what help is available. And even if that agency is not the right one, ask them if they know who is. The more people you ask questions of the more likely you are going to find the help you need.
